State Warehousing Corporation - TamilNadu

A premier warehousing agency in the state of Tamilnadu was established in 1957. It provides price support to the agricultural sector. It is one of the biggest public warehouses operating in the state offering logistic services to a diverse group of clients.

Historical Background of Warehousing in India

 India is mainly an agricultural country. Majority of Indians are pre-occupied with the traditional profession of agriculture. Economic and social factors contribute to the “Rural Indebtedness” faced by the poor farmers in India which necessitated, initially, for setting up of Cooperative Credit Societies/Land Mortgage Banks. Cooperative Banks advanced loans to the farmers on the strength of their assets and crop expectation. However, the farmer could not come out of the clutches of the greedy money lenders and he still suffered from lack of holding power on his produce and he was forced to sell it soon after harvest to meet his needs. It was, therefore, considered that the produce itself could be converted as a good security for raising loans in addition to general credit worthiness.


Formation of Warehousing in the Public Sector in India

The Reserve Bank of India set up a Committee called the “Rural Credit Survey Committee” in early 1950, which gave its report in the year 1954. The Committee studied in depth the systems of farming pattern of production and credit and other allied agricultural problems and recommended measures. One of the important recommendations was the establishment of a Warehousing System in Public Sector. This paved the way for the enactment of “Agricultural Produce (Development and Warehousing) Corporation Act, 1956 which was subsequently repealed and replaced by the “Warehousing Corporations Act, 1962”.Thus, Warehousing in India developed in the public sector through the establishment of Central and State Warehousing Corporations.

Functions   of   TNWC

  • The TNWC provides scientific storage facilities through its 63 Warehouses spread throughout Tamil Nadu with a total storage capacity of 6.23 lakh Metric Tonnes for the storage of agricultural produce, seeds, manures, fertilizers, agricultural implements and notified commodities.
  • Besides providing scientific storage facilities, the TNWC appoints Contractors for loading and unloading of stocks both at Warehouses and Railheads and transportation of stocks from Railhead to Warehouse and vice versa for the convenience of the depositors.
  • Provides negotiable paper, i.e. Warehouse Receipt to benefit producers, dealers and others to get credit from Banks.
  • This Corporation also carries out disinfestations extension services at the doorsteps of public utility places such as Hospitals, Banks, Cinema Theatres, Electricity Board, etc.
  • Conducts training of personnel to manage and operate warehouse.

State Level Coordination committee on Storage Godown Constructions

The Government of India constituted the State Level Coordination Committee on storage godown constructions for close coordination and constant review of the programmes of construction of storage godowns of various agencies in the State. This was based on the working group on storage set up by the Planning Commission.

The objectives of the Coordination Committee are to rationalize and integrate the construction programme of different agencies, determine the agencies which should establish storage facilities in the areas selected and avoid overlapping, long term planning of storage development, systematic flow of exchange of information and experience and improvement of the standards of personnel engaged in the management of storage facilities and of technical service rendered for the preservation of agricultural produce.

The Government had vide G.O.Ms.No.157, Cooperation, Food & Consumer Protection Department, dated 2.5.1991 directed that all the Departments, Cooperatives and other statutory agencies shall obtain prior clearance of the SLCC before going in for any initial action such as negotiations for purchase of lands for construction of godowns.

Presently, the Committee is headed by the Secretary to Government, Cooperation, Food and Consumer Protection Department as Chairman and the Chairman and Managing Director, TNWC as Member Secretary and Convenor. The Committee meets at periodical intervals for reviewing and clearing of construction programmes of various agencies.
